In regard to the silicone gel breast implant study, the FDA has determined that female breast growth is normally completed in most women by age 22. There is, however, wide variability in age at completion of breast growth in women much earlier than 22, and in some several years later.
There is no exact time when the breasts have to be fully developed and certainly changes to the shape, size, and position of the breasts change with time, pregnancy, weight changes and a variety of other things. Having said that, the general size of the breasts about the age of 18 to 20 is fairly stable in the absence of significant weight changes or medical issues. Hope this helps.

Tough one… as so many things in life, it varies.
While some begin to develop at 12 years of age, others seem to hold off until college!
I’d say to look at your breast development in relation to other “maturing signs” such as your growth and menstruation. If everything else has arrived and your cleavage hasn’t (and it’s bothering you), it may be time to explore your options with a Plastic Surgeon certified by the American Board of Plastic Surgery.
