liposuction of the arms in that area will provide some improvement. however, liposuction results are dependent on the amount of fat removed and the patients skin quality and it’s ability to shrink or contract after surgery. the scar is quite small and usually not an issue. the main concern in that area is not to take too much fat, so that the skin won’t be able to contract, resulting in very loose skin there (possibly requiring cutting the extra skin off– much bigger scar).
