I know this sounds crazy but I have been using Maybelline Eye Studio Color Tattoo eye shadow in the shade “tough as taupe” for the past year to fill in my eyebrows and it is the best product I have ever tried. MAC Cosmetics has a brow pencil that is creamy & long-wearing. It fills in, defines, & colors w/ precision. Most likely you have a MAC counter near where you live & the makeup artists there can show you how to fill in your brows.

I love Paula Dorfs Eyebrow Powders in four color choices and there is a light and dark in each shade and a wax. Use a stiff slanted brush and tap on the wax and then the powder. Basically fill in where your brow is lacking and blend a little into the background of both brows to balance them with each other. It never looks drawn.
There is Blonde, Brunette, Red and Pewter.
There are lots of great answers here. Looking at you, I’m assuming you have dark hair. So I agree with Kari that you will definitely have to use a pencil to add more shape. If you were simply filling in your brows, I would go with powder. But if too much was taken off, you need that wax factor.
An eyebrow pencil is usually the best. Remember that the line from the inner eye to the arch should be straight underneath. Feathery strokes in a backwards position (from arch to inner eye,) will make it look more natural. Usually, taupe is the best color fo this. It is not too dark, and blends with all skin colors.

Use a waxy pencil the color of your brows in short strokes – go lighter if questioning a shade as too dark looks fake. Then you can soften with a matching or lighter powder to blend it all in.

I would only use a powder with a small brush to fill in the empty spot. Be sure to blend in with the entire brow.
