What is the best procedure to tighten the jowls area? Would a laser treatment be better or a lower face lift?

Depending on a number of factors like; age, skin elasticity, amount of correction needed, etc. There are none surgical and surgical options which you can explore. If you are not ready to do surgery to correct your concerns with the jowl line, you might want to look into something like Ultherapy.
